Is It the fuel pump or could it be something else?

I have a 2000 VW Jetta. Ever since i put bad gas into my car it acts very sluggish, but only when it's cold. When it warms up it's fine. I changed the fuel filter and found water mixed with oil and little pebbles. Could it be a bad fuel pump. Please help even a VW dealer couldn't help.
