In most US States it is illegal to cover your face in public. Regardless of any right to do so, i.e., religion, expression, speech, etc. A person's right to cover their face is outweighed by the legitimate interest the State has in preventing crimes committed by individuals concealing their identitity. If the law is applied fairly to all people there is nothing wrong with it because it serves a legitimate interest of the State.
