Why do they always try to get mentaly disabled people to go back to work?

And they just let people with diabetes sit on there fat ashes...I don't get it..why don't they make them take cles and exercise to lose weight and get jobs...and why can't they work...Everyone talks **** about mental cases that don't work but why can't someone work just because they have congested heart failure or diabetes...what is the difference?
