Would this be a good idea?

So im trying to grow my hair out but its just really not going very well. I have so many split ends & my hair is getting dryer & dryer on the ends. I have recently invested in a very good shampoo & conditioner but the damage is still there. My hair is currently just on my bust but i aim to grow it to just below my bust so it is nearly there but its so thin & damaged. My hair used to be so thick & gorgeous but after a few bad hair cuts (choppy layers that were to short & thinned my hair out) ive been left with horrible thin hair. I was thinking, maybe i should cut it all to one length. My shortest layer is now at around chin length (maybe a little longer). Do you think it would be a good idea to cut it all to this length as it would make it thicker again & i can grow it properly then all at one length.
